    Digital museum collections and social media: ethical considerations of ownership and use

    This paper examines the role of digital collections and digital information in the democratisation process of museums. The paper focuses on ethical and ownership issues regarding Wikipedia’s online encyclopaedia initiative to widen access to digital images and knowledge through digital media, for the wider public. The paper draws on three cases of national museums in the UK, namely the Victoria and Albert Museum, the British Museum and the National Portrait Gallery. The paper argues that notions of governmentality, power, authority, and control - which traditionally characterise national museums - are still dominant in digital collections. This occasionally results in tensions that revolve around the issue of ownership of digital images and digital museum objects as well as their commercial and non-commercial uses. The paper shows that recent disputes and discourse related to the use of digital images by Wikipedians (active users of Wikipedia) have raised issues of authority and control not only of physical objects but also of the information and knowledge related to these objects. The paper demonstrates that the level of collaboration with Wikipedia reflects to some extent the participatory nature, philosophy, and ideology of each museum institution

    Public higher education has a long history, with its growth associated with mass higher education and the extension of a social right to education from secondary schooling to university education. Following the rise in student numbers since the 1970s, the aspiration to higher education has been universalized, although opportunities remain structured by social background. This paper looks at changing policies for higher education in the UK and the emergence of a neoliberal knowledge regime. This subordinates higher education to the market and shifts the burden of paying for degree courses onto students. It seeks to stratify institutions and extend the role of for-profit providers. From a role in the amelioration of social inequality, universities are now asked to participate actively in the widening inequalities associated with a neoliberal global market order

    Journal of Open Source Software (JOSS): design and first-year review

    This article describes the motivation, design, and progress of the Journal of Open Source Software (JOSS). JOSS is a free and open-access journal that publishes articles describing research software. It has the dual goals of improving the quality of the software submitted and providing a mechanism for research software developers to receive credit. While designed to work within the current merit system of science, JOSS addresses the dearth of rewards for key contributions to science made in the form of software. JOSS publishes articles that encapsulate scholarship contained in the software itself, and its rigorous peer review targets the software components: functionality, documentation, tests, continuous integration, and the license. A JOSS article contains an abstract describing the purpose and functionality of the software, references, and a link to the software archive. The article is the entry point of a JOSS submission, which encompasses the full set of software artifacts. Submission and review proceed in the open, on GitHub. Editors, reviewers, and authors work collaboratively and openly. Unlike other journals, JOSS does not reject articles requiring major revision; while not yet accepted, articles remain visible and under review until the authors make adequate changes (or withdraw, if unable to meet requirements). Once an article is accepted, JOSS gives it a DOI, deposits its metadata in Crossref, and the article can begin collecting citations on indexers like Google Scholar and other services. Authors retain copyright of their JOSS article, releasing it under a Creative Commons Attribution 4.0 International License. In its first year, starting in May 2016, JOSS published 111 articles, with more than 40 additional articles currently under review. JOSS is a sponsored project of the nonprofit organization NumFOCUS and is an affiliate of the Open Source Initiative

    Editorial: Disarmament and Development – the International Context

    The interconnections between international economic recession, the new Cold War and militarisation in the South provide the context for the articles in the IDS Bulletin 'Disarmament and World Development: Is There a Way Forward', from October 1985. Contributors were asked to reassess four key reports on development, disarmament and security issues. All were undertaken during a period of transition in the global economy and the Cold War (1979–83). Despite differences of emphasis they all advocate an integrated global approach to world economic and military problems, the restructuring of North-South economic relationships, strengthening of detente, and reductions in the allocation of resources for military purposes. But why, then, have they had so little impact on policy and still less on the march of events? Contributors to the Bulletin were also asked to address how disarmament and development could be put back on the international agenda. For instance, is there an adequate political case for linking disarmament to development and does military spending in fact entrench underdevelopment
